Taipei City has taken action against a dog owner after a pit bull, named Lucky, twice jumped from a vehicle and attacked passing motorcyclists. The Taipei Animal Protection Office has confiscated the dog and fined the owner NT$200,000.
The incidents occurred within 11 days of each other, prompting intervention from the authorities. The owner, surnamed Hsu, was found unable to control the dog, leading to the penalties. The attacks violated the Animal Protection Act, specifically Article 20, Clause 2, which addresses the supervision of aggressive pets in public.
Following the confiscation on March 18, 2025, Lucky was taken to an animal shelter where its behavior will be evaluated. The Taipei Department of Economic Development will determine if the dog can be adopted. If Lucky's aggression can be managed, it will be offered for adoption to suitable owners. Euthanasia is a possibility if the dog remains a threat.
Hua Hsin-huei from the Animal Protection Office stated that Hsu, who had owned Lucky for over 10 years, was upset but acknowledged his inability to control the animal.
The first motorcyclist attacked, surnamed Huang, has sought medical treatment in Kaohsiung for his injuries. As of March 18, neither victim had filed a lawsuit. Hsu Shu-lei, the owner's son, has apologized for the incidents.
